You will need to agitate the water all through the processing to avoid the agglomeration you are seeing, or if it's even worse(even larger clumps of particles), flocculation, oh my,: like clouds or smoke. And as you've posted realizing it's importance, the amps may not be on the low side, comparatively.
(I had a Utopia unit years ago. I think I may dig it up and check it's Voltage and it's Ampere output for the record.)
